I really don’t understand why FWD would be required and agree that Miata is the best answer here. I had an ND RF and daily drove it. With winter tires it did great in New England winters.
I sold a 72 Impala 4-door sedan for $6,000 a couple years ago. This is a more desirable two door Lincoln. I wouldn’t claim it was a great deal, but they’re at a very reasonable price point.

Just drove from Boston out to Glacier National Park (Montana) and then down to Utah, up to Colorado, and back to Boston. The big flat states suck. Just days lost driving through nothing that’s remotely memorable.
The easy and obvious answer is any state that’s actively building MORE toll plazas. Bonus if they have a toll collecting system that’s not compatible with EZ Pass.
