Oh wow. That’s impressive. In Boston I haven’t heard of or seen a single citation issued. Probably doesn’t help that the groups of police I see are often not wearing masks either (even though we needed a fucking grand parade funeral when one died of COVID19).

Do you have a source on those fines?  I have not seen a single article, social media post, or anything about someone getting a fine.  I expect that if anyone ever audits them to see how many were handed out it will be somewhere between zero and five.
