Residents have been building on the ocean for decades now. I lived in Lagos for a while, It's one of the sights that sticks out when driving from mainland Lagos to the adjoining islands. My guess is the architect is building on that concept and making them more weather resistant/accommodating.

Another reason why Oz The Great and Powerful ticked me off soo bad. Oz kept waxing eloquent on the greatness of Thomas Edison, idolizing him as greatest inventor that ever lived. Although in twist of meta-irony, it kinda plays well into Oz becoming such a great rip-off/scam artist masquerading as a powerful wizard.
