Yeah, that’s what I meant by “arbitrary and capricious.” There’s no, like, guiding principle at all. You can’t even justify their actions with “it seemed right at the time,” because a ton of this stuff never made any sense at all (like, as you mentioned, Ballghazi—they created problems for themselves).
