It is not. The indifference is not ethnic cleansing. It is just not. And the getting rid of illegal immigrants is not ethnic cleansing. Because ethnic cleansing involves a level of atrocities you won’t see in a democracy. Can’t it just be horrible and racist? That is not enough for you?
