Responsible for what? The decisions of individuals to get high?

The same needs to be true for people with BO, people who take mist-baths in cheap perfume, or people with bad breath or people who are sick. All of those things put dangerous chemical vapors and deadly biological agents into the air. I want them equally restricted.
