I’ve purchased 4 vehicles from dealers, 2 used and 2 new. Each time I had pre-approved loan at a good rate, and each time the dealer financing beat the rate.  No funny business on the dealer’s side, either.  I’ve been lucky in that aspect.

I find the bank that has the cheapest interest rates, usually Navy Credit Union, say that’s the interest rate I want and most of the time the dealer matches it if they don’t I walk away.  It’s usually easier to finance through the dealer and most of them use major credit companies anyways.  Example- my Toyota loan…
