Hannibal seemed to think [character] was dead in either last episode or the one before (I remember him talking about [character] in the past tense in a particular scene with Will.) Is that maybe part of their plan to trap him?

I think the implication was meant to be that, since the Dominion pulled all their forces back to Cardassian territory, the "Allied" fleet that had been fighting a spread-out war was free to regroup.
Yeah, that music cue at the end is absolutely beautiful. I was kinda bummed they didn't keep playing it that way through the end credits, too, but I guess playing around with such structures was a lot less common back then.

The thing I really like about Wrongs is how well it demonstrates that Dukat has always been delusional about his role in the occupation. Rather than just propagating revisionist history now, we see that he was making crazy rationalizations even as the bodies were piling up around him. It's fascinating.
