As I allude to below, I think that assigning such a connotation to "criminal" makes it impossible to really answer the question as asked. Mal has to recognize that he is violating Alliance law, and is thus, by definition, a criminal. But I think you're right in implying that he doesn't think he is wrong to do so.

Well, that's a complicated question. I mean, I don't think he has any illusions about what he does, so in that sense he thinks of himself as a criminal.
