I don't know, I think they're just like any bloated bureaucracy.  There's some corruption, some obvliousness, some inefficiency, and very occasionally a touch of genuine evil.

I watched this as it aired, also, but it felt like a pilot to me.  (I hadn't really seen any of the TV ads, though.)  Once Crow hit the engine, I was unabashedly hooked and never looked back.
