I had a similar experience on my first playthrough, except I was the one who fell behind right at the end (I got turned around at the waterfall "reprise" section).  I was afraid I would be ditched by the other player, but once I got to the very top, there he/she was, just chilling and waiting for me.  It was awesome.

So what it sounds like is happening is that you have to wait for an AVC intern to take your pic out of the Disqus warehouse, smash it down to the appropriate size with some sort of blunt instrument (a hammer, perhaps), and then ride it across town on his bicycle (along with a few dozen other profile images) to the AVC

I was all set to write off my theory from last week about Limehouse and Boyd still being secretly in cahoots to take down Quarles once that "campaign manager" showed up, but then that guy just sat there and let Boyd do whatever he wanted at the meeting, so I still am not convinced.
