Don't those bolts kind of become the "widget" of the DS9 world? I seem to recall them being mentioned several more times over the course of the series.
I remember Progress really highlighting the difference between adolescent me and my parents when it came to how we looked at and appreciated TV. I enjoyed the episode a lot even then (though not as much as I do now), and my parents were surprised and annoyed when it ended because they didn't find out what happened to…
While it may appear similar in structure to other evacuation stories, I give Progress more of a pass, because unlike most stories of its ilk, it's not about the guy on the planet at all, it's totally about Kira's character growth.

I agree with @avclub-107e5674373e2e3e4b1a0fc42b7bb190:disqus , I have to give the edge to season 2 at this point also. However, as this season is certainly the most complex yet, it's kinda meaningless to compare the two until season 3 has aired in its entirety.
Yeah, I don't think it was trying too hard either, especially given that Quarles seemed almost totally unprepared for the cop's arrival for some reason.

I've always found DS9 to be quite adept at using this storytelling structure. Indeed, next week's "Progress" is another great example.
