this show has a bad habit of going for bigger names for recurring parts but never locks them down into a deal. That could be the studio or network not wanting to pay those rates, it could be the actors not wanting to commit to a show where they're not the lead, or whatever. I don't feel it was out of character at all. She's always tried to undermine and throw off opposing council. She knows her "aw shucks, me?" shtick won't work on Alicia so she just tries to intimidate her in other ways.
