My three year-old has had plenty of times that he's stayed up late in the last 18 months. Usually it's just because he refuses to go to bed and has a freak out. It's not frequent, but it does happen from time to time.

The problem is that Wal-Mart has created this monster. I've had employees tell me to say "Best Buy" instead of "Amazon" because they don't price match Amazon. When I started my career in HR, I worked for a DOT regulated company. The DOT requires that if a driver has more than a certain number of hours or miles on the road they need to take a rest break for at least another amount of time (I believe it's 6 hours rest for every sisten hours on the road- it's been a few years).
