Yeah it sounds like the main addition is a lot of cartoon cutscenes to turn the games into a single quasi-cinematic experience, and that would have been expensive. It's up to the consumer to decide if it was worth it, but it doesn't sound like an unreasonable price, especially since it'll only sell in a sorta niche

The main difference between it and the other games is the relatively open level design. You can usually just wander around giant levels instead of being forced along a particular obstacle course.
