You just “mod” the base items back on. So if it’s a hardened receiver mod a standard receiver and the hardened one will be in your inventory for future (free) mods on another weapon.

I agree. But needing 6 charisma to get local leader seems like a lot. You're already a general and mayor of multiple settlements. Maybe 4 or 5 would be better. Or am I splitting hairs?
