They’ll enforce it - the point is that the three strikes days are over (and in LA County, they won’t even add enhancements for firearm use). 

The laws on acquiring guns are strict. The enforcement of laws surrounding their use isn’t nearly as strict.

If he’s a homeowner, sure. If he’s not, no one is going to go after him (and even if he is, it’s doubtful). City’s insurance will carry it—assuming they’re not self-insured, which they might be.
