I don't think it's remotely true that it's the best Batman movie ever made, but it is a good Batman noir-type movie with a good script and good art design.
The person who could have done this job was Dwayne McDuffie, who cemented the Justice League in the minds of a later movie's target audience through television like the X-Men cartoon did for Bryan Singer, although McDuffie did a much better job than that show's writers.
