I think the Senate wound back up but Leia wanted a force that could mop up the remnants of the Empire. The remnants seem to have been more than anyone could handle and thus the Resistance acts as a semi-autonomous arm of the Senate focused on fighting the First Order.
This is a more realistic view to take. Some systems probably loved the “enforced peace” under the Empire. Others probably wanted home rule and the old Senate back. Once the clones were phased out, there were probably a lot of Imperials who really weren’t done fighting and someone could step in and gather them up.

I think it is something like any other “gift” or ability (musical ability comes to mind). A lot of people like music but can’t keep a beat or carry a tune, some can learn to play with greater or lesser amount of success, some have natural talent that can take them only so far without training, and some are drawn to it…

My take on this is that Kylo is very powerful but he is still only half-trained. He’s also completely insecure and a bit unhinged, obviously, so while he is the only Force user around and things go his way, he feels menacing and powerful. When things stop going his way and/or the doubts set in, he loses his shit.
