My understanding is that as long as you are standing on public property you can take a picture of anything in public view. I understand they're just trying to do their job but a guy with a camera shouldn't be high on the list of things they need to worry about.

I've been hassled by security guards when taking pictures around cities. If you have a dslr in your hand suddenly you're a terrorist. I think this is interesting. I'm sure what everyone will comment about though is how people are basically a-holes and will swap out whatever is in there for a gum wrapper. However, I think if these were installed in small public places people would be less inclined to take advantage for fear of being shamed by others.
