Those photos were more than likely in his personal email account (Gmail, Yahoo) that hackers obtained do to his logging in to those accounts. Anything then could be copied to his work

It's not clear that the photos were *in* his district email account, just that the account was hacked to send them out. Storing them in his work account would be grounds for disciplinary action.
