Sounds more like he did the bare minimum for the guy and actually engaged with the woman.  He could just as easily thrown out a "some weather huh?" Or "what do you think about team x this year?" Especially before the second customer arrived.  If the guy wants to chat, great probably drive up the tip. If not, it's easy…
