Id imagine server's and bartenders who didn't want to deal with smoke wouldn't apply for jobs at those places when there are others where it's not going to be an issue.

They still had insurance, being paid for by the Union fund. They also can’t be denied treatment at an ER if all else fails. There weren’t going to be rampant deaths from this.

Yes, those are ideal ways to manage money. But the reality is that wage growth had been incremental compared to expenses over the last half century and a lot of people can’t save that way.
