That’s part of the problem, it’s never enforced. Dude should have been arrested. In the linked story the NYPD should have arrested the ghost car driver, not the cyclist. Rank and file police don’t give a shit about ghost cars, no matter how much lip service mayors and commissioners pay, so it keeps happening.
