The only canonical Supergirl I can think of that was ever a love interest to Superman is the Linda Danvers version, written by Peter David, who traveled back to the pre-Crisis Earth-One in place of Kara Zor-El in Supergirl #75. Linda Danvers of course, was in no way a blood relative to Clark Kent / Kal-El.

I'm not saying that She Hulk is anything like Starfire. I'm just saying that if Goyer thinks She Hulk is portrayed as a slut, then he really should be including New 52 Starfire in the discussion as well.
