My understanding is that all the officers practice on their own time and the vehicles are retired squad cars. This is part of the community outreach stuff. Many police departments have something similar, like drag nights at the local strip. It's a way of getting connected to the community outside of the cop / citizen

The problem here is there a real lack of suburbanally (not a word duh) located racing venues for all these kids to go to. Here in the SF Bay Area, you use to have Baylands Raceway in Fremont, but now I don't know where you go now - Sonoma? Thunderhill? and hour and 3 hours away respectively.
