Yeah, it's a misunderstanding of one line basically.
I guess the Two Face stuff is sorta serialized. He shows up as Harvey Dent a few times, then there's the two parter "Two Face" and then all the Two Face episodes after that that build on him and Bruce's already established relationship. I don't exactly remember what episodes Harvey appears in first though.
It'd still be better for him to direct a movie that is getting made no matter what and could theoretically be good, rather than a movie that should not ever get made and should be immediately forgotten about forever.
