The UI in the game is completely customizable. So the player chose to make it look like that. Here’s mine albiet this is a screen from me at a lower level. So less icons, but yeah you get the idea.

If you’ve played the game, you don’t even have to watch these kinds of videos religiously to know there are better and more exciting examples out there. Ones that would look more impressive to non-players as well.
