The best way to try ubuntu or most Linux distros is to make a persistent live USB. The easiest and most reliable way is with Linux Live aka LiLi. The article has a link to it. You can actually run it in VirtualBox right out off of the USB within Windows. LiLi makes the USB this way by default.

If they do away with data caps then I'm getting a 5G phone and tethering. It's way faster than DSL. But caps will forever be around. It's just another way to overcharge consumers.
