Well, practically, nothing is truly stealth and it all goes by how big the Radar Cross-Section (RCS) is... the RCS for the SR-71 was equivalent to a small aircraft. Of course, there are numerous charts comparing the RCS of various objects and I doubt any of that (including that of the SR-71) is super-credible.
