There is a very large difference between a person on the street being rude and a person using a service and being rude. A person can not go to a grocery store and tell a clerk that they are going to kill them, nor can a person go into a school or a movie theater and threaten another person.

There needs to be punishment for abusive behavior. Period. What that punishment is? temporary ban from on-line play may seem too harsh, but at least a ban from the voice chat feature. If I feel that the conduct directed towards me is abusive, I report it without question.

If there is need for communication and coordination, you should allow voice chat and offer people the chance to mute, but I also think that any harassment should be punished in some way. Ubisoft's honest response should have been that it was a design choice for this game in particular and that they will take people's voice into concern when designing future projects. Simple as that.
