Another simple trick might be to ban gun sales to anyone under the age of 21. Two of the most recent shooters were 18.  In a country that bans alcohol to under 21s, that might seem achievable.

Inaction is maybe not the best word but there is more that could be done, short of full scale war. Most obviously Germany and others need to stop buying Russian gas.
