I believe the psychiatrist asked Norma to speak to Norman.

My guess is Romero will threaten Norman with a gun, explaining to him he will never be with his mother, then place the gun in his own mouth, black screen, Boom! A few seconds later Norma's ghost will be with Romero's ghost (happily ever after?)

The last scene of the show might show Romero holding a gun to Norman. He will explain that Norman will never be with his mother because I will. Romero puts the gun in his mouth. Black screen. Boom! Possibly a few seconds later we see Romero and Norma as ghosts.
