Admittedly, my statement was too sweeping (in point of fact the wikipedia article I lazily linked to admits as much).

I would add one caveat. In many systems, there is often a small, middle of the road party that will switch between the two coalitions . . . and then govern from the middle; so e.g.

Basically, any first past the post system will devolve into a two party system. If we did preferential voting or partial D'Hondt or some shit like that, maybe.

Does it also shift fees and costs to the business if they lose in court?
