Speed/athletics increase movement speed, but it was still agonizingly slow until like 80 or 90 speed. You are right, that while you walk at a slightly more tolerable speed initially in Skyrim (that's still too slow), you can never speed up which is pretty terrible.

Speaking of movement speed, encumbrance is a game mechanic I wish would just disappear. It guess in theory it keeps you from just walking around with a million healing items and forces you to manage your inventory, but it never actually stops you from doing the former, and is a really sloppy way of doing the latter.

Morrowind made you chose between moving agonizingly slow and using an item that makes you move so fast that none of the enemies can hit you. Its such a strange design decision.

The mundanity of the Velen/No-Man's Land is used to such great effect in that one quest near the end of the game where you go to different dimensions (or the fairy tale world in the expansion).
