It is the investigating officer going “yea we believe this person was the cause of the accident”. it is a necessary step in the process, (one could even use the word procedure) of determining if a criminal offence occurred.

If you disagree I suggest you find a single bit of law in florida that indicates “at fault” is synonymous with criminal or civil liability, that it indicates a finding of negligence or any other such thing.
