What is annoying is here in the SF Bay area of California most people just tend to drive in the left lane regardless of speed & the right lanes tend to be empty, so these people who sit in the left lane & do the speed limit or pace the car next to them, force people to pass on the right.

If you have ever been to traffic school you would be pointed out as a probable cause of accidents. Impedeing traffic in any manner is dangerous & you would be the cause of the accident, not the person going faster than you.
