Someone found the answer:

Some guy on another site claims to have called up the USCC number and flat out asked what it is, and they confirmed it is in fact an MD5 hash, meaning the Brazilian thing was nothing more than viral advertising or just a random red herring. Tried everything I could to figure it out but still can't.

@tande04: Eh, you're right. Just tried it and it worked. Both ways come up with the same answer. Not sure if that's legit or just some site that happened to title everything by that hash and put a barcode with that embedded info... but it's interesting either way.

@jmcm: It seems that was the idea to begin with. Not sure why they would have chosen Portuguese? Also, what I meant earlier was that it is hash, but translates into that barcode, from what I can gather... not into literal English. Maybe that's just red herring and there's something more complicated behind it though.

Printed out the QR image from niconnect.com, scanned with a QR scanner on my iPhone, came up with the same thing as everyone else
