You clearly missed the point. Lack of preparation is NOT exclusive to the south. Many a northern town are ill-prepared for snow, for whatever reason. They do not send plows to salt. They have nothing to clear the main roads. The roads are as big of a mess as these are. Society as we know it STILL doesn't break down.

In Chicago, there are streets that have been left unplowed for weeks. Very few people have four wheel drive — heck, I have rear wheel drive. It's also been too cold for salt to have much an effect.

No. Just flat out no. Plows are not always out before the snow. Salt either comes too late, or can be washed away by rain that falls ahead of the snow.
