I have never understood it to mean that women should ONLY wear pants, just that leggings should not be worn AS pants. You can't wear a skirt, dress or a shirt in the same manner as pants, but you can wear leggings in the same manner as pants and they are saying: don't.

I think this complaint is aimed at people who were leggings in the same manner that one would wear pants i.e. with a shirt or sweater with a hemline that falls at the waist. I do not think this complaint is aimed at people who wear leggings UNDER tunic length shirts and sweaters or dresses, i.e. ass and hips covered.…

Also, those skirts are set at the NATURAL waist line. I hated the whole trend of low waisted skirts back in the early aughts because it is hard to get a skirt to stay in place if the waist line is set at your hip bones. Also, not as flattering!
