Again... you're completely ignoring that courts can say what laws are valid and which ones aren't. States at one point had laws that said that people of certain races and genders couldn't vote... doesn't mean that's the end of their liability.

You seem to have replied multiple times... but just because they have written liability laws, doesn't mean that they still won't be held liable. This would be a civil court case and government can't simply erase their own liability through these types of laws.

Not necessarily true. If the driver drove into the sign, or if the potholes leaped off the ground and into the vehicle then you'd be correct. Otherwise, the TX DOT is gonna lose this one in court.
