I would say this is closer to SONY/Microsoft/Nintendo getting a cut of the games sold on their console whether or not they published them. So yes, it would be like MS getting a cut of all software sold on Windows. But it's not exactly unprecedented nor is it right.
How is this different from Microsoft making money from content sold on Xbox Live? Or anything that's sold on Amazon?

No exactly unexpected. It's probably just a hobby. The real push might be iAds on Apple TV similar to Youtube video advertising or Hulu. Single advertising platform for both mobile and TV would explain the high price.

Just got SFIV, I didn't realize that touch control in a fighter can actually work. SF4 touch control works so much better than Mortal Kombat touch control. UMK3 is terrible, I want my $0.99 back.

There is a difference between Top Gun clip and the Chinese fighter clip, the washed out look of the Chinese clip. Too much gamma correction.
