No it doesn’t. It has a ton of game jam games, almost none of which are found on Steam. In fact, the vast majority of games on Itch are not available on Steam and might never be available on Steam for various reasons, mainly based on Steam’s own requirements.

I certainly don’t see a lot of “this was created during a 48 hour game jam” type of stuff on Steam and some of those games can be a lot of fun, but you won’t get to play them if you don’t know where to look.
