Have you played Prison of Elders? The Perks on the armor significantly increase things such as Agility, Armor, Recovery, etc. Those impact gameplay for PvE. But you’re right PvP is where the true balancing issues would become a disaster.

BUT if it has special perks which work within PoE, that’s technically effected the gameplay experience. The Old PoE armor was beastly with its perks when in there.

I think people are jumping to conclusions that ITS JUST POE. I assumed this would mean all old gear is now up-gradable, and old events are worthy of current level standards
