I agree that it should be one flat price with service included. Your grocery example does remind me of Uber Eats and Postmates who always add on ridiculous fees to their orders. There could be a couple of reasons why they don’t just increase the price by 22% on the menu. The first is obvious that they can advertise a lower cost for food. The second one could be that since a diner doesn’t pay sales tax on the service fee, it actually makes the meal slightly cheaper.
