I would assume millitary to have a custom fork of android for its own use, itd be absurd if millitary had part of its data in either google’s servers or icloud.

That’s a fair point, but same can be said for an iPhone. How would you know. Also, the ‘freezing’ issues could very well be software related in which case whatever software the military writes for iPhones may just as well ‘freeze’.
