Ehh, I don't think that switcheroo was intentional. I suspect the writers thought they were creating subtle, nuanced "everymen" when they made the protagonists. It just failed miserably as drama.
Passive, inactive characters without individual agency who just keep their heads down may indeed be true to life, but there's a reason you don't see them much in movies and television.
If you're saying the Arrow staff is incapable of writing a 42-minute show without repeating the same tropes over & over, I sadly must agree with you.

Every time Arrow has a scene where the heroes defeat a bad guy but fail to search or tie him up FOR PLOT REASONS, the writing staff should have to sacrifice one of their own.

Yes, what this season didn't have enough of is a character becoming mopey.
Keep in mind Gypsy could have stopped Savitar at any time. In the episode in which she was introduced she displayed the power to stop speedsters in their tracks (as demonstrated on Wally).
The most disappointing thing about this is how often Kara otherwise gets her ass handed to her by the most mundane of nobodies she goes up against.

Foggy was the worst. This show is the exact opposite of Daredevil: the supporting cast is amazing, the main character is complete shite.
