It’s the other way around. Those requirements realistically set V2, which then defines required runway length, etc. At cruise, there’s only about 15-20% the air density at the ground, so you still end up using 80-90% of the takeoff throttle setting (more specifically 80-90% takeoff corrected fan speed.)
