The cheap ELM327 scanners are knockoffs made with cloned chips. They are made very cheaply with poor quality control. They tend to run a bit slower than a genuine model. Ihave one and it's great for diagnostics and basic data, but not real-time info. At $7 it's hard to resist though.

I've used eCID in the past. It costs more, but it seems to have many more features, like reading the name of the caller instead of just speaking that there is a caller. Also works with many messaging, email and IM apps. It's very customizable, almost to a fault.
