I would argue that a DAs job should be to see justice done.  Obviously framing innocent people is rewarded rather than punished these days, but that convicting an innocent man is a victory for the State is anathema to my vision of America.  I guess you are just saying what their job is though, and you aren't wrong.

Although it was the governor of PA who blocked more kids from benefitting. I don’t know enough about the issue, and I generally distrust Trump and the Pa legislature, but parents and kids having choices seems superficially good to me.

Who there was executive?  The Senate Sargent is under Congress I think.  The courts do get a say, but they should get a say.  I'm not saying Congress has the right to indefinitely detain people without recourse to the courts.  I think that the precedent decided in MacCracken stands though.
